The Covid epidemic in 2020 has caused a global shortage of automotive chips, which has also set off the demand for Taiwan's semiconductor chips from countries around the world. In 2020, the Executive Yuan finalized the draft "Regulations on Industry-University Cooperation and Talent Cultivation and Innovation in National Key Fields", which was then sent to the Legislative Yuan. The Executive Yuan has also finalized the "Special Law on Sandbox Innovation Regulations for Higher Education", and will set up a "Semiconductor College" in NTU, NCTU, NCU and NCKU with a budget of 9.6 billion over 12 years, which shall annually cultivate 400 masters and doctors.

 

Chairman Huang believes that Taiwan has become a "Semiconductor Silicon Valley", and maintaining Taiwan's leading position in semiconductors is built on the cultivation of talents and self-sufficiency. The main reason why PSMC is willing to invest in the Semiconductor Institute is also to train more Taiwanese engineers. PSMC is one of the few companies to not only sponsor the four major semiconductor colleges, but also fully participates and donates funds. 100 million dollars each year is expected to be invested to fund the four semiconductor colleges. More than 5,000 semiconductor professionals is expected to be cultivated within 12 years. PSMC hopes to recruit more talents to join us and contribute to Taiwan's semiconductor industry together.
